BART Tunnel Progress Through San Jose
Phase 2 of the Silicon Valley BART extension is officially staying on schedule and on budget, a rare milestone for a megaproject of this scale. The plan adds 6 miles of new rail, 4 stations, and a single bore tunnel that will dig from the West Portal through downtown San Jose to Berryessa. VTA says the cost range remains steady at $12.1 to $12.5 billion, with avoided delays saving roughly $20 to $30 million each month. Once complete, leaders say this connection could unlock up to 45 million square feet of future housing, retail, and commercial development across the South Bay.
Downtown Berkeley Office to Housing Conversion
Downtown Berkeley is set to gain 58 new apartments as zoning permits are filed to convert the 7 story office building at 2001 Center Street, just one block from BART. The project includes a rooftop garden, no car parking, and 6 low income units, leaning fully into transit first living. With office vacancies still elevated, this conversion highlights how the East Bay is turning underused commercial buildings into housing right in the urban core.
Laguna Honda Affordable Housing Moves Forward
San Francisco has filed building permits for 250 Laguna Honda Boulevard, where Mission Housing will deliver an 8 story affordable housing community with 172 income restricted homes. The project includes one, two, and three bedroom units, with a quarter designated as supportive housing and on site services provided by Mission Housing and Lutheran Social Services. Designed by LDP Architects, the building wraps around a large courtyard and includes a publicly accessible front plaza, advancing the city’s broader plan to deliver more than 600 affordable homes across multiple sites.
Woodlands Market Coming to Downtown San Mateo
A Marin born favorite is officially taking over the former Draeger’s Market site in downtown San Mateo. Woodlands Market will anchor the ground floor of the mixed use project at 222 E Fourth Avenue, filling a 19,000 square foot full service grocery beneath 104,000 square feet of new office space and 10 low income homes. Construction is expected to begin in early summer, and the city required that a grocery be part of the plan after years of concern about losing essential retail downtown. Residents are already calling this a major win for livability as housing and offices continue to rise nearby.
MARKET TRENDS
As 2025 wraps up, the Bay Area housing market remains tight and uneven. Inventory is still limited across most counties, especially for single family homes, which is keeping prices firm in walkable and transit rich neighborhoods. Well priced homes continue to move quickly, while overpriced listings are sitting longer or being pulled. Buyers are active but selective, factoring in mortgage rates that remain elevated, and sellers are adjusting expectations around timing rather than price cuts. Overall, this is a market that rewards realistic pricing, strong locations, and patience on both sides.
