Bayshore Commons Redevelopment: 256 New Homes Proposed for San Mateo Site

Big changes could be coming to San Mateo as a proposal aims to replace Bayshore Commons—currently seven office buildings and a single-story commercial space—with 256 new homes on a 14.5-acre site.
The plan includes 192 condos, 64 single-family homes, and 39 Below Market Rate units, all with two-car garages and access to a 0.4-acre park.
Filed under SB 330, the project locks in current zoning rules and fees, including the Child Care Development Fee and School Impact Fees.
Livermore Approves Major Office-to-Housing Conversion

Livermore just approved a major office-to-housing conversion that will turn a 27-acre office park at 3011, 3055, and 3077 Triad Drive into 450 new homes.
With nearly 30% of local office space sitting vacant, this shift meets the city’s changing needs while helping it reach its state-mandated goal of 4,570 new homes by 2031.
The plan includes re-zoning, demolition, and a mix of condos, townhomes, or apartments—all aligning with the city’s Isabel Neighborhood Plan.
Bringing Affordable Living to Walnut Creek with Civic Crossing

Affordable housing is coming to Walnut Creek with Civic Crossing, a newly approved project at 699 Ygnacio Valley Road.
Developed by Resources for Community Development, the five-story building will offer 93 rental homes, plus a manager’s unit—all 100% affordable.
Located near BART, bus lines, and the Iron Horse Trail, the project also includes 1,200 square feet of retail space, 41 parking spots, and an 8,500-square-foot courtyard.

New Bill Could Speed Up Housing
State Senator Scott Wiener has introduced SB 677, a new bill aimed at strengthening two key housing streamlining laws—SB 9 and SB 423—by removing the barriers that have slowed their success.
SB 9 made it legal to build duplexes and fourplexes on single-family lots, while SB 423 fast-tracked multifamily developments in cities falling behind on housing goals.
But cities and HOAs have found ways to delay or block progress, leaving much-needed housing stuck in limbo.
SB 677 changes that by banning HOA interference, relaxing owner-occupancy rules, and streamlining permitting in coastal zones.
It also reduces affordability thresholds for SB 423 projects and doubles the frequency of city housing performance reviews.
For the Bay Area—where the demand for housing is sky-high—this could mean real change.
By cutting red tape and holding local governments more accountable, SB 677 has the potential to speed up construction and improve affordability.
